The St. Louis County Planning Department is divided into three divisions, namely: Physical Planning, Community Development, and Human Services Planning. Physical Planning: This division is composed of the former Planning and Zoning Office and has offices in Duluth and Virginia. There are two main functions of this division: administration and enforcement of traditional land use zoning regulations and associated permitting requirements; and working with other County departments to conduct planning studies and analysis. The goal of the Physical Planning Division is to streamline their regulatory activities to be more 'customer friendly' without sacrificing land use integrity. Community Development: The Community Development Division, located in Virginia, promotes St. Louis County's role in housing development. The division plans and manages the Housing and Urban Development Federal Assistance programs, including the Community Development Block Grant, HOME, Emergency Shelter Grant, Homeless SuperNOFA, and the State Family Homeless Prevention Assistance Program. Community Development Division goals include evaluating development efforts, providing planning assistance to local jurisdictions, and providing technical support to St. Louis County's Housing and Redevelopment Authority. Human Services Planning: This division, located in Duluth, is comprised of three Social Service Planners. The Human Services Division collaborates with the St. Louis County Social Services Department to provide planning support for a variety of human service efforts, including managed care and family service collaboratives. The division also offers planning support to other St. Louis County departments and collaborates with service providers throughout St. Louis County. Planning Department Issues: This section is intended to provide the public with information on major issues being worked on by the Planning Department. Planning Commission Public Hearing The public may comment on the issues by E mailing the staff person working on the project. If you wish to have your E mail presented at the County Board, Planning Commission or other County committee, you should include your street address.
