CIVIL SERVICE/ PERSONNEL DEPARTMENT

 

The St. Louis County Civil Service/Personnel Department administers the Countys civil service law and performs the Countys personnel functions. The Departments activities include recruitment, examination and selection of employees; affirmative action; personnel services and research; position classification; wage, salary and benefits administration; employee training; and contract administration. In addition, the Department provides Personnel services on a contract basis to Arrowhead Regional Corrections. 

Department Mission Statement: To promote economy and effectiveness in St. Louis County operations through sound methods of personnel management with regard to the recruitment, selection, classification, development, utilization and compensation of the Countys human resources consistent with merit and equal employment opportunity principles.

Employment opportunities are publicized by posting announcements on bulletin boards in the County Courthouses located in Duluth, Hibbing and Virginia, and in such other places as the Director deems advisable. Competitive examinations are required and are open to persons who meet the minimum qualifications of the positions advertised. Applicant names will be ranked on eligible hiring registers based on results of competitive examinations. The highest ranking candidates (top seven (7) for "open/competitive" and top three (3) for "promotional/competitive" examinations) will be certified for interviews. Interviews are conducted by departmental appointing authorities. All applicants appointed to positions in the classified civil service will be required to complete an on the job test period which is a minimum of six (6) months, not to exceed twelve (12) months.

St. Louis County Applicant Drug Testing Policy: 

In September 1997, pursuant to Minnesota Statutes Section 181.950, et.seq., which requires a formal written policy under which applicants may be tested for improper use of drugs, the St. Louis County Board of Commissioners passed an Applicant Drug Testing Policy. 

All applicants conditionally offered County employment are required to take and pass a test for the following drugs: marijuana, cocaine, amphetamines, opiates, phencyclidine (PCP) and any other drug tests authorized by law. 

No person will be tested for drugs without the persons consent; however, an applicant who refuses to take a drug test shall be disqualified from further consideration for the conditionally offered position, and the applicants name shall be removed from all eligible lists and may be disqualified from applying for positions in the classified service with St. Louis County for a period of two (2) years. 

NOTE: applicants hired into positions requiring a commercial drivers license (CDL) are also covered by federal regulations for persons with CDLs and subject to Department of Transportation (DOT) random drug and alcohol testing.

St. Louis County "Continuous" 

Written examinations are given on an open and continuous basis every day, Monday through Friday, between the hours of 8:00 a.m. and 2:30 p.m. in the Civil Service Department, 512 Court House, Duluth, Minnesota. 

FOOD SERVICE HELPER. These positions would become available at Central Kitchens, Chris Jensen Skilled Nursing Facility, and Nopeming Skilled Nursing Facility. Your application will be good for a one-year period. Starting salary: $8.04/hr. You will be given 1-1/2 hours to complete the examination. 

LAUNDRY WORKER. These positions would become available at the Laundry Dept., near Chris Jensen Skilled Nursing Facility. Your application will be good for a one-year period. Starting salary: $8.04/hr. You will be given 1 hour to complete the examination. 

The following positions would become available at Chris Jensen or Nopeming Skilled Nursing Facilities: 

NURSING ASSISTANT TRAINEE. Starting salary: $5.15/hr plus St. Louis County will pay for tuition, supplies, and an hourly wage while you are attending classes. Your application will be good for a one-year period. You will be given 45 minutes to complete the examination. 

NURSING ASSISTANT. Starting salary: $8.29/hr. You will be given 1 hour to complete the examination. 

GRADUATE PRACTICAL NURSE. Starting salary: $11.37/hr. You will be given  1/2 hour to complete the examination. A work permit must be submitted with your application. 

LICENSED PRACTICAL NURSE. Starting salary: $11.79/hr. You will be given 1/2 hour to complete the examination. A copy of your LPN license must be submitted with your application. 

GRADUATE NURSE. Starting salary: $13.25/hr. No examination. 

REGISTERED NURSE-GENERAL DUTY. Starting salary: $14.30/hr. No examination. 

REGISTERED NURSE-SUPERVISOR. Starting salary: $15.39/hr. No examination. 

PUBLIC HEALTH NURSE I. Starting salary: $2,629/mo. No examination. 



ARC "Open":
