| Perform law enforcement, fire, medical and rescue related telecommunications dispatch work in a County 9-1-1 Communications Center. Duties include operating computer aided dispatch (CAD) system, multi-line telecommunications and radio communications equipment to receive requests for emergency public safety assistance, determine the type and level of response necessary, accomplish timely and effective dispatch of emergency response units, monitor response and safety of responding units, and retrieve supplemental information from other local, state and federal information systems. |

Working knowledge of telecommunications, radio and computer aided dispatch equipment operation Working knowledge of law enforcement and communications center dispatch rules and procedures. Working knowledge of laws, ordinances and policies and terminology of local jurisdictions and location of boundaries, streets, addresses, etc. in service area. Working knowledge of emergency medical dispatch instruction protocols needed to provide effective pre-arrival and/or post dispatch emergency medical assistance. Ability to perform effective and timely oral and keyboard communication of information using multi-line phones, two-way radios and CAD systems. Ability to develop call interpretation and decision making skills necessary for effective dispatch of appropriate emergency services. Ability to perform effective and timely multi-task emergency dispatch functions in volatile and stressful situations. Ability to perform essential functions of 911 dispatching during CAD system failures. Ability to accurately follow oral and written instructions. Ability to enunciate clearly in verbal communications. Ability to enter accurate and complete data into computer while talking and listening. Ability to remain cognizant of call taking and dispatch activities of co-workers while effectively performing essential activities at a communications station/console. Ability to establish and maintain effective working relations with public, field unit staff and co-workers and perform effective customer relations. |

* 1. Answer in-coming emergency and non-emergency calls received from the public; question callers for specific and detailed information required for effective response; code and enter information in CAD system; dispatch appropriate response units, i.e. law enforcement, fire, medical and rescue by giving location, type and vital information concerning the emergency situation. * 2. Monitor and enter status of response units in CAD continuously, receive communications from units and update status and situation information on computer, and communicate updated information to units as required. * 3. Coordinate response efforts of units by communicating status of emergency situations and dispatch backup units if necessary in accordance with communications center and public safety response agency procedures. * 4. Provide pre-arrival emergency medical instructions as appropriate. * 5. Dispatch response units to locations (business or residential properties) where security/fire alarms have sounded, and communicate vital information maintained in CAD response files. * 6. Receive citizen complaint and information calls and provide routine direction or assistance. * 7. Broadcast all points bulletin information, i.e. missing/wanted persons, stolen/felon vehicles, natural disaster, severe weather, civil and technological emergencies. * 8. Receive and respond to requests from field units for primary and seocndary services; i.e. warrants and license and persons checks, conservation units, K-9 patrol, crisis centers, poison control, towing, service utility providers, medical examiner, detoxification centers, and chaplain. * 9. Compile, verify and maintain/update data elements on assigned records and data files on the CAD information system, and perform required entries on MINCIS/NCIC. * 10. Assist staff in on-the-job training of new dispatchers by instructing, monitoring, evaluating and reporting progress of trainees. 11. May perform call-out procedures to maintain minimum staffing levels on a work shift. 12. Represent the department in contacts with assigned responder agencies and other community services to identify and resolve routine problems. 13. May conduct 911 information sessions and tours for community groups and schools as assigned. 14. Assist other department staff in routine testing and identifying equipment, operational and system deficiencies. 15. Attend training, staff and committee meetings as assigned, and maintain certification requirements. * 16. Demonstrate punctual and reliable attendance in accordance with designated work schedules. * 17. Perform all assigned tasks in accordance with established rules, regulations and practices, and promptly report work related injuries, unsafe work conditions and near miss incidents to supervisor. 18. Perform related work as assigned.
