Welcome to St. Louis County Planning and Development.  In 1996, St. Louis County Board passed a resolution creating the department, it began operations in November of that year. It is the focal point for a broad range of activities including land use planning, zoning and land subdivision administration, community development, and most recently Geographic Information Systems (GIS) planning and development.  To fulfill its mandate, the department consists of three divisions: Community Development; Physical Planning; and Planning, Research & GIS.

USS Appeal of Planning Commission Decision - 3 Bays of Vermilion
  

United States Steel Corporation (USS) has appealed the April 10, 2008 St. Louis County Planning Commission decision to the St. Louis County Board of Commissioners. The Planning Commission approved the preliminary plat of 3 Bays on Vermilion with conditions. USS is requesting that the County Board amend the conditions.  The appeal was heard before the County Board on October 28, 2008.

Lake Vermilion Plan

The proposed Lake Vermilion Plan Zoning Maps have been provided to the organized townships for review and comment. The most significant revision is changing land use districts from shoreland mixed use to residential.

A public hearing on the map was held on November 20, 2008.

Mortgage Foreclosure Data

There has been a great deal of media attention to foreclosures throughout the country and the state. Mortgage foreclosure rates have increased, but St. Louis County is not experiencing the number of vacant and damaged properties that is problematic in other areas. It appears that many of the foreclosures are directly related to the high number of refinanced mortgages which occurred over the past several years. Click here to review this data.

Community Development and Housing and Redevelopment Authority

A Comprehensive Housing Study for the cities of Hermantown and Proctor and the Towns of Canosia, Duluth, Lakewood, Midway and Rice Lake. was prepared for St. Louis County Housing and Redevelopment Authority to create opportunity for comminity planning for future affordable housing development.
