Welcome to St. Louis County Planning and Development.  In 1996, St. Louis County Board passed a resolution creating the department, it began operations in November of that year. It is the focal point for a broad range of activities including land use planning, zoning and land subdivision administration, community development, and most recently Geographic Information Systems (GIS) planning and development.  To fulfill its mandate, the department consists of three divisions: Community Development; Physical Planning; and Planning, Research & GIS.

Lake Vermilion Plan
Public Hearing Postponed

After holding three open houses for the proposed Lake Vermilion Zoning Map, the Department has determined that further conversations with the Planning Commission to discuss issues and recommended changes are prudent.

A business meeting discussion with the Planning Commision has been scheduled for August 14, 2008.  The proposed public hearing for August 21, 2008 is postponed until further notice. However a fourth open house will be held Thursday August 21, 8 to 11:30 am, in the Liz Prebich Room, Northland Office Bulidng, 307 South First Street, Virginia.

Mortgage Foreclosure Data

There has been a great deal of media attention to foreclosures throughout the country and the state. Mortgage foreclosure rates have increased, but St. Louis County is not experiencing the number of vacant and damaged properties that is problematic in other areas. It appears that many of the foreclosures are directly related to the high number of refinanced mortgages which occurred over the past several years. Click here to review this data.

Community Development and Housing and Redevelopment Authority

A Comprehensive Housing Study for the cities of Hermantown and Proctor and the Towns of Canosia, Duluth, Lakewood, Midway and Rice Lake. was prepared for St. Louis County Housing and Redevelopment Authority to create opportunity for comminity planning for future affordable housing development.
