What is the Zoning Ordinance?

The St. Louis County Zoning Ordinance establishes a comprehensive land use regulation for that portion of St. Louis County outside the incorporated limits of municipalities, to promote the health, safety, and general welfare of the inhabitants.

The county is divided into land use zones.  In each zone there are regulations for permitted uses of land and the placement of all structures.  The ordinance is intended to encourage the most appropriate use of land in the county, and to recognize and preserve the economic and environmental values of all lands within the county.
